After the project completes its task objectives and passes the comprehensive performance evaluation, the surplus funds will be retained for use by the project undertaking unit. The project undertaking unit should coordinate and arrange the surplus funds for direct expenditure on scientific research activities, give priority to the research needs of the original project team, strengthen the management of surplus funds, improve the mechanism for activating surplus funds, and accelerate the progress of fund utilization.

Expand the pilot scope of stable support for scientific research funding extraction and reward funds to all central level scientific research institutes. Central level research institutes are allowed to extract no more than 20% of stable support research funds from basic research business expenses, strategic leading technology special funds of the Chinese Academy of Sciences, and innovation projects of relevant research institutes as incentive funds. The units will explore and improve the incentive and guidance mechanism for research project funds to stimulate the innovation vitality of researchers. The scope and standards for the use of reward funds shall be independently determined by the pilot units and publicly announced within the units. The labor service expense standards for project employees are determined based on the average salary level of local scientific research and technical service industry employees, and according to the work tasks they undertake in project research. The social insurance subsidies, housing provident fund, etc. paid by the unit are included in the labor service expense account.

The project undertaking unit, due to the actual needs of scientific research activities, invites domestic and foreign experts, scholars, and relevant personnel to attend conferences hosted by them. For intercity transportation expenses and international travel expenses that need to be borne, they can be reimbursed in the conference expenses and other expenses. Allow the project undertaking unit to implement a lump sum system for meal subsidies, urban transportation expenses, and accommodation expenses that are difficult to obtain invoices for domestic travel expenses.
